Is this an error? If there is an infield pop up and the infielder mis-judges the pop-up enough that he doesn't even touch the ball as it hits the ground.

Making contact with ball is not required for error. If in scorer's judgement the ball could have been caught with ordinary effort then I believe it should be an error.
